OfflineMy initial thought was that it looked like a flashlight beam and moved like it as well. They also wondered if it could have been a bug, but they didn't find one on the inside of the lens cover. But it could have been on the outside of the cover, that would explain the blurriness of it.
I wonder if any other activity has ever been reported in that building. That would help build the case for it being paranormal.

They should check CPU monitors and copy apparatus inside the Credit Union. I believe that they will find that it is
a reflected light source from behind the bullet resistant glass to the right of the picture. Twelve layers of Polycarbonates
pressed tightly together and laminated to glass can do very funny things with light. Remember also that the building in question is more than likely covered by infra-red motion detectors as well. The surveillance cameras may be sensitive to a small amount of spectrum bleed according to their tuning. That coupled with the glass mentioned before and temperature changes in the building would make substantiating this video clip very difficult.
OfflineWhat I found interesting about it was the way that it moved. It almost moves, at times, as if it is walking. It is an interesting one, that's for sure. I think it would be hard to substantiate it as being paranormal. I wondered about the bug thing – why would they not consider the outside of the lens?

OfflineIt is interesting enough to warrant further investigation, but I am not willing to go "paranormal" on this one. Knowing those cameras are focused for distance viewing, something on that camera dome would be out of focus unless someone viewing changed the focal point. (aperture I believe is the correct term)
Home Depot security cameras can be zoomed in to read someone's watch from 15 feet overhead.
I think it is something on the camera dome.
OfflineI could see saying it was a bug if happened only 1 time but happening more than one time pretty much rules that out. No way to verify paranormal but definitely strange.
